As I know all my settings well it was not a big deal but it was more trouble using "netsh" commands so won't be doing that again. I am unsure if this might have been some update to Windows or features that is causing this but I will NOT go so far to say it was nor if your issues were the same of mine.

I can re-install all my apps but luckily now I am back on VPN which was core to me. To me at this time, since I needed to do some time sensitive work I just 'bit the bullet' and did the RESET.

While this is a pain, upon doing the reset, I was able to install Eddie and get on my AirVPN account the very first time. The RESET allows me to reset the Windows config/setup back to default and keep my profile and files (documents, save games, etc) but UNINSTALLS all apps.

Many things seem to work, but to my specific issue it seems the only way I fix it was doing a Windows 10 RESET. This has happened to me several times since using Windows 10 and I have yet to see a reason or fix from Microsoft or online. Mine was something to do with Windows 10 and even though I was an Administrator and UAC was turned off I could not access things (sockets, files, etc) in the same fashion I had for the many months since I last updated/installed this copy of Windows 10. Unfortunately, due to use of my PC for work (remotely) I couldn't find a resolution though my issue may have been more than yours currently.
